Eastham Conservation Commission debates contested flood model as draft coastal resilience rules advance. Shannon Hulst, floodplain specialist with the Barnstable County and Woods Hole Sea Grant program, and Heather McElroy, natural resources manager with the Cape Cod Commission, outlined a tiered regulatory framework that would prohibit new development in V zones and coastal A zones, require best-available elevation data for new construction, and bar rebuilding after two major storm-damage events, modeled on regulations Chatham adopted June 24.

Commissioner Chuck Wagner challenged the scientific basis of the Massachusetts Coast Flood Risk Model, arguing it relies on the RCP 8.5 emissions scenario that climate modelers have discarded, presenting tide gauge data from Woods Hole, Montauk, and Boston suggesting historical sea level rise of roughly 3.24 millimeters per year is far below the model's 4.3-foot projection for 2070. Hulst acknowledged the concern and said the Cape Cod Commission is working with Woods Hole Oceanographic Institution scientists to reassess whether the 2050 projection, approximately 2.5 feet, remains defensible, while noting Eastham's existing 15 percent Community Rating System flood insurance discount could increase if stricter standards are adopted.
