Eastham Planning Board Pilots New Rubric to Standardize Site Plan Review

Eastham Planning Board workshopped a new evaluation rubric for residential site plan review and unanimously continued a six-unit housing permit case to May. Community Development Planner Jackie O'Rourke presented a color-coded, three-page rubric that rates proposed projects against existing bylaw criteria — landscaping, prevailing character, massing, height and scale, building materials, and lighting — using four tiers: exemplary, satisfactory, marginal, and unacceptable. Director of Community Development Paul Lagg said the tool grew from years of bylaw revisions and board difficulty applying subjective standards consistently, noting that numerical scoring was dropped from an earlier draft to avoid arguments that comparable projects were treated unequally.

Member Dan Coppleman, joining by Zoom, raised a freedom-of-information concern about individually attributed rubrics becoming discoverable in litigation, prompting a pledge to seek guidance from town counsel. Case No. PB2025-09 — Cape Associates Inc.'s inclusionary zoning special permit application for six new dwelling units at 425 Massasoit Road — was continued 7-0 to May 20, 2026, at the applicant's request.
