Eastham Select Board unanimously adopts 83-page Climate Action Plan

EASTHAM — May 18, 2026 — Eastham's Select Board unanimously adopted an 83-page climate action plan Monday and awarded a contested half-acre aquaculture grant in Boat Meadow. The Cape Cod Commission's Steven Tupper, deputy director, told the board the plan's 56 recommendations — narrowed from hundreds of public suggestions — are "not mandates" but a strategic framework for the next five to ten years, with priorities to be set annually; Shaina Broen identified municipal HVAC upgrades and low-lying roads as the most pressing near-term items. The board also voted to grant the B2 West aquaculture parcel to Gary Doolittle over applicant Samuel Carpentier, following a staff recommendation based on Doolittle's longer site history dating to 2020. In other action, the board approved an FY27 personnel code, one-day liquor licenses for Helping Our Women and Windmill Weekend, and a one-day entertainment license for Gift Barn's 50th anniversary. Town Manager Jim Lampe reported wastewater contracts one, three, and the treatment plant are out to bid and must be signed and submitted to the state revolving fund by June 30, necessitating a special Select Board meeting on June 5.
