Eastham Board Delays Cesspool Rule Overhaul

Eastham splits a two-year septic overhaul, delaying the costliest piece. The Select Board backed Board of Health Chair Francie Williamson's plan to advance most of a regulatory update, covering drinking water, rentals and kratom, toward a January adoption, while pulling out a requirement that cesspool owners in environmentally sensitive areas upgrade to advanced septic systems for a separate hearing in January 2027. Member Jamie Demetri said residents were never told those upgrades would still be required even after the town's new wastewater system comes online, since it serves only the Nauset Marsh estuary area; Bob Bruns pressed staff on why a local rule, not a state mandate, should carry that weight.

Town Manager Rich Bienvenue separately told the board the state's revolving loan fund approved the town's final wastewater construction contract and that Eastham landed a grant of more than $2 million to connect PFAS-affected residents to public water. The board also unanimously adopted a new cannabis host-community-agreement policy, clearing a Wellfleet operator to revive a stalled cultivation site at 120 Holmes Road.
