Eastham Select Board finds dog Thor a nuisance after two attacks, orders neutering and training by July 20. The board voted unanimously Monday to declare Thor, a large mixed-breed dog owned by Virginia Voros and David Carlson of 80 Millbroad Avenue, a nuisance dog under MGL Chapter 140 Section 157, following documented attacks on neighbor Sandra Balf's Labrador, Radar, in November 2024 and May 2026. Town Counsel Greg Corbo told the board a nuisance finding offered broader discretion than a dangerous-dog designation, with equivalent enforcement tools.
Under the order, Thor must be neutered and enrolled in dog-reactivity training with owner participation — both with documentation to Animal Control Officer Emily Dykstra by July 20 — and must be muzzled and secured on a tether rated to a minimum 300-pound tensile strength whenever off the property. The board will reconvene in six months to assess compliance; violation of any condition can lead to seizure of the dog and a five-year ban on the owners licensing any dog in Massachusetts.
